How is this different from sourcing?

If the vehicle turns out bad, do I get a refund?
No — the work was done. You paid to learn the truth before the deposit, and that is exactly the value: a bad vehicle costs far more than the inspection.
How many inspections can I book?
As many as you need. Plenty of people book two or three before a good one turns up.
What if the seller won't let you inspect?
That is your answer. A seller who won't allow an inspection is almost always hiding something.
